Build me a web app called Capacity Connect for organizational learning and training.

I want a clean institutional looking portal where trainees can take a 20 question entry test, set their weekly availability, and get a personalized learning roadmap with a visual knowledge graph showing what they have mastered, what needs revision, and what is blocked by prerequisites. It should also let them open lessons with videos, PDFs, notebooks, quizzes, discussions, and generate a digital certificate with a unique verification code.

Add separate trainer and admin views too. Trainers should be able to review enrollments, see a class mastery heatmap, and override the suggested roadmap with notes. Admins should see platform stats, a competency overview, and a masked PII section that only unlocks with a security PIN and OTP, plus an audit log of every access.
