Build me a public Swiss legal research app that lets people search court decisions and laws in German, French, Italian, and English, then open the full text and see related citations and references in a simple way.

I want it to feel useful for legal research, so a user can look up a case, find the most relevant decisions first, trace what cases cite each other, and pull statute articles linked to a decision. It should also have a way to connect from AI tools through MCP, plus a normal API and a small CLI for repeatable research and saving evidence. If it makes sense, add a clean web UI for browsing and searching, and a downloadable dataset view for people who want to analyze the corpus.
