Build me a simple CMS and blog starter using Laravel with Inertia and React, plus Tailwind for the design.

I want a clean home page, a way for visitors to read blog posts, and an admin area where I can log in and manage content. Please include user authentication, roles and permissions, and a seeded admin account so I can try it right away. Make the UI feel modern and responsive, with a nice dashboard for managing posts and whatever basic content is needed for a starter CMS.

Set it up so it runs easily in a fresh local environment, and if you need to check current Laravel or Inertia docs online, go ahead and do that. Keep it simple but solid, with the usual starter features already working so I can build on top of it later.
