Build me an AI native developer experience harness for a team, so humans and coding agents share one clear operating contract from the start.

I want the repo to feel like a ready to install plugin and bootstrap kit for Claude Code, Codex, Kimi Code, and Google Antigravity, with the main idea being that the assistant can join the team, understand the rules, and help ship safely without constant re explanation.
