Build me a secure, open source Android browser that feels fast and native, but still lets me use browser extensions.

I want it based on Chromium with the privacy and security work already coming from Vanadium, and I want the app to support installing extensions from the Chrome Web Store as well as loading unpacked extensions manually. It should have a normal browser experience with tabs, incognito, settings, and access to the usual debug pages like chrome://flags and chrome://extensions.

Please also include the privacy related options mentioned in the README, like WebRTC IP policy controls, and make sure extensions can be enabled in incognito when the user chooses. If there are any setup steps or current docs I need to follow, look them up online if needed.

Make it something I can build and run on Android, with a clear path to packaging a release too.
