Build me a desktop app for Windows and Linux that uses AI to improve video quality. The main goal is to take old, low-resolution videos (like 360p or 480p) and upscale them to HD or even 4K. It should also have a feature for frame interpolation to make motion smoother, like converting a 30fps video to 60 or 120fps.

I want a simple GUI where I can just pick a video file, choose the AI model I want to use, and hit 'start'.
