Build me a reusable GitHub Actions template repo that lets other projects plug in common CI steps with one short workflow call.

I want a clean catalog of shared workflows for build and test, container builds, Terraform checks and plans, security scans for secrets, dependencies, and IaC, plus a way to run pre commit checks in CI. Each reusable workflow should have clear docs with what inputs it needs, what it outputs, what permissions it expects, and a simple example of how to use it. Also include a small helper action for installing a pinned tool safely.

Please set it up so releases are versioned properly, with changelog notes generated from commit messages, and make sure the workflows are tested in this repo too. Use pinned third party actions, keep the setup easy to consume from other repositories, and make the docs clear enough that someone can copy a workflow reference and get going right away.
