Build me an ESP32 based TV B Gone project that can blast out IR power codes to turn off nearby TVs.

I want two separate firmware versions, one for North America and Asia, and one for Europe, so I can flash the right one depending on where I am. Make it work with an IR LED on GPIO 4 and keep it simple to upload from Arduino IDE. If it makes sense, also include a small web flasher page that lets me pick the region and flash the device from the browser.

Please keep the setup easy for a non expert, with clear default settings and a straightforward way to run it on an ESP32 Dev Module. If you need current docs for the ESP32 or the IR library, look them up online before coding.
