Build me a Python tool called Hermes Jev Skills that gives an agent a fast second brain for simple decisions.

I want a command line app that can route model choices, pick the right skill for a task, filter memory and search results, compact chats, triage inbox messages, and choose the next browser or computer action. It should use typed decision questions and return a choice with confidence, not generate long text. Include a clean install script, a setup flow for the API key that stores it securely on the machine, and commands to list models, suggest routing pools, check the setup, and turn routing on or shadow mode off and on.

Also build a small dashboard so I can see the routing pools and live decisions, with a simple status view for the main switches. Make it work well for Hermes, and if possible keep it compatible with Claude Code and Codex through plain skill files. Please follow the repo docs, and look up any current library or API details online if you need to.
