Build me a personal knowledge wiki template for working with AI coding agents. I want it to help Claude, Cursor, Windsurf, Codex, or any similar agent remember the useful stuff from my projects without saving every random chat.

It should let me connect an existing code project or start a new wiki project from scratch. For each project, the agent should save useful decisions, skills, sources, concepts, session conclusions, and research notes as clean markdown pages with links between them. I want simple natural commands like save this, process the inbox, what did we decide about sync, save this as a skill, and make a handoff pack for the next session.

Please include guardrails so private project knowledge does not leak into public exports, and make the agent ask or create drafts before changing long term wiki pages. Add small Python helper commands for search, backlinks, status, review queues, memory lookup, promotion drafts, quality checks, diffs, and context packs. Make it work nicely with Obsidian graphs and include clear setup docs in English, Russian, and Chinese.
