Build me the Quapp Android app as a clean native Java app with XML views and Material Components.

It should feel like a simple queue management app for community services, using the current fake in memory data for now since the backend is not part of this repo yet. Keep it working on Android with min SDK 24, and make the main screens polished, responsive, and easy to use.

Please make sure the loading, empty, and error states are handled well, especially the debug slow response controls on the Profile screen. Follow the current Civic Paper design direction, keep the app consistent and modern, and don’t introduce Kotlin or Compose.
