Build me a chatbot for SETU policy documents that can answer staff and student questions from a set of PDF policies in a grounded way, with citations and no made up answers.

I want it to read the policy files, organize them into a searchable knowledge base, and then route questions to the right kind of answer, like policy lookup, procedure questions, eligibility, comparisons, or telling the user when something is out of scope.
