Build me a React component library called Arc that feels calm and polished, with subtle physical motion and good keyboard support.

I want a set of reusable UI components and a few bigger blocks that I can copy into a project or install through a shadcn style CLI. Keep it usable in Next.js and Vite, with TypeScript, and make sure it works without Tailwind since the styles should live in CSS modules and use shared design tokens. The motion should use reduced motion fallbacks too.

Please include a clean public preview site for the components, plus the registry files needed so items can be installed by name.
