Build me a local Python tool that takes a MITRE ATT&CK technique, threat group, campaign, or malware name and turns it into a useful detection pack. I want it to generate draft Sigma rules, correlation rules for multi step behavior, and STIX 2.1 bundles, and also show a simple gap check against SigmaHQ so I can see what is missing. Please grade each draft as strong, moderate, or weak, and make the weak ones clearly marked as hunting style ideas instead of alert ready rules. I want to be able to run it from the command line and also open a browser based local web UI where I can search ATT&CK, preview the rules, validate them, and download everything as a zip or save it into output folders. Keep it offline and localhost only, with sensible safety defaults. If you need current docs or ATT&CK data details, look them up online and use the latest available info.
