Build me a small network management app for creating and managing point to point L2 Ethernet circuits.

I want a REST API where I can create, update, delete, and list circuits, plus set or change schedules for when they should be installed. The app should keep circuits in memory and also save them so they come back after a restart. It should support either using a path I choose ahead of time or finding a path automatically. If a link goes down, it should move affected circuits to another working path when possible.

Please also include a simple web UI so I can view and manage circuits without using the API directly. It should work with MongoDB for storage, and it’s fine to look up current docs online if you need to. I’d like it to fit into the Kytos ecosystem and expose the needed events and API endpoints cleanly.
