Build me a Python tool that converts mainframe EBCDIC files into plain text files with delimiters like CSV or tab separated output.

I want it to read an input data file, a layout rules file, and write converted output files into a folder. It should support skipping header and footer records, handling single and multi schema layouts, fixed length and variable length records, and basic field types like strings, integers, and packed decimal values. It should also let me clean up bad data by ignoring conversion errors, removing invalid characters, and stripping delimiter or line break characters from string fields.

Please include a simple command line interface and a Python function I can call directly from code.
