Build me a small tool for working with PangYa NewGen and Reborn files.

I want something that can handle the encryption and decryption used by the client and the ijl15.dll, plus the packet encrypt and decrypt routines, and also unpack the .pak files used by PangYa Reborn and NewGen. Make it easy to use from the command line, with clear commands for decrypting, encrypting, and extracting files from a pak archive.

Please include simple documentation so someone can understand what each part does and how to run it, and add a few example inputs and outputs if that helps. If you need to look up current details from the existing docs online or infer behavior from the files in the repo, go ahead and do that. I mostly want a clean, working implementation that matches the behavior described in the project notes and is organized well enough that I can expand it later.
