Build me a Discord bot for a mixed Linux and Genshin Impact community that replies in a funny, slightly roasty personality but still gives useful answers.

It should watch messages in one or more home channels, and also answer when people mention it. For normal chat it should decide whether a message is a web search, a Genshin build question, story chat, or just casual talk, then answer with the right level of detail. I want slash commands too for analyzing a Genshin account, doing a search, linking a Discord user to a UID, checking quota, and a little meme style command.

Please make it remember conversations in SQLite, keep per user quotas, and use sources when it looks things up. It should pull Genshin character data from local data, use Enka and Akasha when needed, and cache character images locally for analysis. If you need current docs for the APIs or Discord setup, look them up online.
