Build me a prototype called better skills, basically a second brain for coding agents. I want a terminal tool plus a simple web dashboard where I can create reusable skills made of a main markdown file and attached resources, keep them in personal, enterprise, or default vaults, and see how skills relate to each other in a graph view.

From the terminal I should be able to log in, check status, list, search, validate, create, update, clone, delete, and sync skills locally so the same library can be used by agents like Cursor, Claude Code, Codex, Copilot, and similar tools. In the web app I want to browse vaults, inspect and edit markdown resources, view links between skills and resources, and share or import skill bundles. Please make mentions between skills and resources get detected automatically and turned into graph links. It is totally fine if this feels like an early fast moving prototype instead of a polished product. Look up current docs online if you need to.
