Build me a small Python tool that can turn any file into an MP4 video, upload that video to YouTube, and then download it back and restore the original file later.

I want it to feel like a simple command line app, with commands for encoding a file into a video, decoding a video back into a file, uploading a file straight to YouTube, and retrieving a file from a YouTube video ID. Please make it work with the usual YouTube login and OAuth setup, and save the auth token locally after the first sign in so I do not have to keep logging in.

It should be able to handle arbitrary binary files, show the uploaded video ID and link, and let me choose the output filename when I download it back. Keep it practical and easy to run from the terminal, and look up current docs online if you need to.
