Build me a fully local documentation Q and A app for JavaScript, Node.js, and Python.

I want to ask about a function or method and get back a clear answer that explains what it does, its parameters, and a real example with the expected output when the docs have one. It should work for names like map, fs.readFile, or list.append, and if the same name exists in more than one language, it should show separate answers for each one.

Keep everything on my machine, no API keys, no cloud calls, no telemetry. Use local docs, local embeddings, a local vector database, and a local model. I also want a simple web interface where I can type a question and read the answer easily.

Please make the doc indexing smart enough to store one record per function or entry instead of chopping everything into fixed size chunks. If you need to look up current docs or best practices online, go ahead.
