Build me a static website and API for the IBPT tax tables, like the README describes.

I want it to publish the table data as JSON files on GitHub Pages, with no login, no token, and no backend. The app should let me browse and search the IBPT tables by year, version, type, and state, then fetch the right file and show the results nicely in the browser. It should support the table types NCM, NBS, and LC116, and make it easy to inspect a single record or filter by code.

Please also include the generated API structure, the metadata endpoint, yearly indexes, table indexes, and compressed JSON downloads. If it makes sense, add a simple front end page for quick consultation and a fallback page that can show the JSON when someone opens a direct route.
