Build me a command line tool for setting up and managing a local PHP development environment on Windows, macOS, and Linux.

I want it to install a complete stack with Apache, PHP, MariaDB, and phpMyAdmin, then show a simple dashboard where I can see what is installed, start and stop services, restart them, update everything, switch PHP versions, and delete the stack safely without losing my website files or databases. It should remember my setup between runs and go straight to the dashboard after the first install.

Make it smart enough to get the latest stable versions automatically, and let it handle the right install method for each platform. On macOS it should pick the right backend automatically, but still let me force a choice if needed. Keep it lightweight, configurable, and friendly for power users, but easy enough that I can just press one key to do the main actions.
