Build me a Docker based Android emulator cloud that I can run locally and in the cloud.

I want to start one or more Android emulators from the command line, pick different Android versions and phone models, and open them in my browser through noVNC. It should also let me connect with ADB from outside the container, keep emulator data between restarts with a volume, and support recording the screen for debugging.

Make it easy to launch with Docker Compose, and set it up so it works on Linux with KVM, and can also be deployed to common cloud setups if needed. If there are current best practices or updated docs I should follow, look them up online.
