Build me a simple Odoo 10 module for tracking lost time in a vehicle fleet.

I want fleet staff to be able to open a vehicle record and record when that vehicle was unavailable, why it was unavailable, when the lost time started and ended, and any notes about what happened. The module should make it easy to see a list of lost time records, open a form to edit one, and connect each record back to the right fleet vehicle.

Please include the normal Odoo pieces so it can be installed cleanly, with menus, views, model files, and basic access rules for users. Keep it straightforward and compatible with Odoo 10, not a newer version. It should feel like a small fleet management add on, useful for reporting downtime or lost working hours for vehicles.
