Build me a simple web dashboard in Python that uses the templates and static files already in this project, with a clean home page and a few basic screens for viewing and managing data from the JSON files.

I want it to load users from users.json and the dictionary data from dictionary.json, then show that information in a nice browser based interface. If it makes sense, include simple add, edit, and delete actions for the data, and make sure changes are saved back to the JSON files.
