Build me a local Python app that helps a normal person check whether their trading results are real skill or just luck, and whether a so called investment group or teacher looks suspicious.

I want a simple first time experience with a local UI that opens in the browser, plus a command line flow for people who prefer that. It should let me import trade records from CSV, JSON, or Excel, then show basic stats like win rate, average profit, profit factor, drawdown, and whether the result still looks good out of sample. It should also let me paste chat text to flag scam like wording, and read screenshots or trade records with manual review when confidence is low.

Please make it work fully on my computer, keep my data local, and use paper trading by default instead of real orders. If you need to look up current docs online while building, do that. I also want a way to generate a clean report and a starter project for a strategy I can test later.
