Build me a small JavaScript project that installs a coding agent skill for shipd.ai Olympus quest submissions.

I want it to work from npx, and to support Claude Code, Cursor, and any agent that uses an AGENTS.md file. It should set up the right skill instructions, including the full workflow for checking repo eligibility, avoiding originality issues, handling hidden tests, watching out for Dockerfile problems, and doing an offline verify loop before submission.
