Build me a local app that takes a video or audio file and turns it into subtitles automatically. I want it to transcribe the speech, clean up the timing, and let me translate the subtitles into another language if I want. It should be able to save subtitle files like SRT and TXT, add the subtitles into the MP4 itself, or burn them directly into the video so I can share it easily.

It would also be great if I can point it at a YouTube video or playlist and have it download the media first, then process everything for me. If there are already subtitle files in the folder, use those too and translate them if needed. Keep it simple to run from the command line, work locally on my machine, and make it practical for things like lectures, interviews, courses, and other videos I own or have permission to process. If you need to look up current docs online, feel free to do that.
