Build me a simple web app for managing file downloads, like a lightweight Internet Download Manager.

I want a home page where I can paste a file URL, start a download, and then see a list of active and finished downloads with clear progress, status, speed, and basic controls like pause, resume, and cancel. It should support resuming interrupted downloads and keep track of everything nicely so I can come back later and see what happened. Make it work as a Go app with a browser based interface, and have it run locally on something like port 8081.
