Build me a utility application for Windows 10 and 11 that helps users optimize and customize their PC. The interface should look modern and clean, like a native Windows settings panel.

The app should have three main parts. First, a software manager that lets you easily uninstall Windows bloatware and optional features, and also install popular third-party apps like browsers or media players. Second, an optimization section with a bunch of toggles and sliders for performance tweaks, especially for gaming, along with privacy settings to turn off tracking and controls for updates and power plans. Third, a customization area to change the Windows theme, and adjust the look of the taskbar, start menu, and File Explorer.

As a bonus feature, I'd like a way for users to save all their settings to a config file. They could then use this file to quickly apply the same tweaks on a new computer or even generate a custom Windows installation file. Use C# for the main application.
