Build me a Windows package manager for regular users and power users.

I want a command line app that can search for software, install it, update it, uninstall it, and list what is already on the machine, using package sources like the Microsoft Store and a community catalog. It should feel like a real Windows tool, work on supported Windows 10 and Windows 11 machines, and handle admin prompts when an installer needs elevation.
