Build me a tool that finds duplicate GitHub issues by understanding both the written description and any code or stack traces in the issue body.

I want a simple app where I can paste a GitHub issue URL, a repo plus issue URL, or even type an issue title and body, and it will find the most similar existing issues. If possible, also add a mode that scans a repo for duplicate pairs and a webhook bot that can reply on new issues with likely matches. It should use different text handling for normal prose and code snippets, then combine those signals to search a fast similarity index and show the best matches with issue numbers and a short close comment I can paste.

Please make the pipeline work end to end, from fetching issues and extracting duplicate labels or close comments, to creating embeddings, evaluating the results, and running a small web UI. Look up current docs online if you need to.
