Build me a simple web app for HSE observation reports.

I want to upload an Excel file of safety observations, have the app read the data, and then show me a clean dashboard with a few useful charts, KPI cards, and an executive summary written by AI. The Excel file should use common columns like observation date, facility, description, category, safe or at risk, stop work authority, and corrective actions. It should be okay if the headers are a little messy.

After the dashboard loads, I want a way to send the full report by email to a VP. The email should include the summary and the charts right in the message, not as separate attachments. Please make it feel polished and easy to use, with drag and drop upload, a clear loading state while the summary is being generated, and a straightforward email form.
