Build me a Smart City Reporter web app where people can log in with Google, report city problems like potholes, broken street lights, garbage, or damaged bridges, and keep track of everything they submit.

I want a simple flow where a user uploads a photo, the app analyzes it with local AI, suggests what kind of issue it is, then lets them add or confirm the location and send the report. After that, show a dashboard with all reported issues, their status, and basic stats. It should feel modern and work well on mobile too.
