Build me a Python tool that takes historical football player data and ranks talent in a clear, explainable way.

I want it to pull in the 2022 World Cup open data, turn it into a player level dataset, and then compare players within each position group using a few different ranking methods, like weighted sum, TOPSIS, and VIKOR. It should pick a provisional best method using time based validation, then generate one clean Excel report that shows the rankings, the scores, and a short summary of how the methods compare.

Please make it work offline with the prepared dataset if it already exists, but also let me refresh the data from the source when needed. If it makes sense, include a simple AWS serverless option for running the pipeline too. Keep the outputs easy to read, and make sure the scoring is transparent so I can see what criteria were used for each position. If you need current library docs, look them up online.
