Build me a working copy of this project so I can run GTA Vice City from source on my computer.

I own the game already, so please set it up in a way that uses my existing Vice City files, builds cleanly, and gives me an easy way to launch it. If there are choices for graphics or sound, use the safest default and tell me how to switch if needed. I’d also like the build to work on Windows first, but if you can keep it easy to run on Linux too, even better.

Please make sure the game starts, the menus work, the controls feel normal, and the main improvements from this repo are included. If anything depends on external docs or current setup details, look them up online if you need to. When you’re done, give me the exact steps to build and run it, plus any files I need to copy into my Vice City folder.
