Build me a self hosted web app that runs a little AI company from one binary.

I want a Jira like dashboard where I can create issues, assign them to AI agents, and watch them work through a CEO, engineer, product, designer, QA, and devops style org. It should boot up with a default organization on first run, let agents delegate work, review each other, request approvals, and keep a full history of what happened, what changed, and what it cost.

Please make it feel like a real operations tool, with clear issue states, work blocks or sprint style planning, budget limits per agent, and a way to see who reports to who. It would be great if the agents can talk through a REST API, post comments, ask for approval, and optionally send or receive approvals through Telegram. Keep it simple to run locally, ideally just start the app and go.
