nagadomi/waifu2x ? reverse-engineered prompt

Build me a local version of waifu2x that I can actually use without fuss. I want to take low resolution anime art, manga panels, wallpapers, and even normal photos, then either clean up noise, upscale them 2x, or do both at once. Give me a simple browser based interface on localhost where I can upload an image, pick anime or photo mode, choose the noise level, start the job, and save the result. If it already has a command line mode, keep that working too so I can run single images or a whole folder in batch.

Please make it easy to run on a machine with an NVIDIA GPU, and use Docker if that is the smoothest path. I would also like sensible handling for larger images so it does not crash on memory issues. If there is already support for processing video frames, keep that available, but the main goal is a solid local image upscaler and denoiser with the original pretrained models. Look up current docs online if you need to.
