Build me a Python project that automatically mirrors Claude Code offline installers and publishes them as GitHub Releases.

I want it to check for new Claude Code versions on a schedule, download the official installers for Windows, macOS, and Linux, verify each file with SHA256, and then create a new release with the binaries and the official changelog notes. It should keep an index of which versions have already been synced so it does not repeat work, and it should let me manually trigger syncing for one or more specific versions too.

Please make it support the common platforms and architectures shown in the official releases, including macOS Intel and Apple Silicon, Linux x64 and ARM64, and musl builds too. If needed, look up the current official download and release sources online. I also want the repo to include GitHub Actions so this all runs automatically in the background, plus a simple README that explains how to download a version and how the sync process works.
