Build me a small app that lets someone ask questions about a database in plain English and get back real answers as safe SQL results.

If the question is too vague, I want it to ask a clarifying question first instead of guessing. For example, if someone asks who the top customers are, it should ask what top means before running anything. Once the question is clear, it should generate a read only SQL query, check that it is safe and valid, and then show the results in a simple table.

I want both a chat style web app and a terminal version, plus a mock mode that works right away without any API key so I can test the full flow offline. If possible, use a small sample SQLite database, and make sure the project includes tests so the clarification logic and SQL safety checks are covered.
