Build me a clean, simple GitHub Pages website for this repo. There isn’t a README, so please infer the site from what’s already here and keep it lightweight.

I want the home page to feel like a small public website for NCO NPL, with clear navigation to the existing sections like ADT, ALP, CLC, U1, U2, and test.
