Build me a CMMC compliance app that helps a user work through NIST 800 171 Rev 2 and Rev 3 in a simple, friendly way.

I want to be able to switch between the two revisions, go through each security requirement, mark whether it is implemented, partially implemented, not applicable, or not started, and add notes for each one. Let me attach evidence too, like uploaded files, pasted images, or links, and keep everything stored locally on the device so nothing is sent to a server.

It should show progress clearly, calculate an estimated SPRS score as I go, and let me generate a markdown System Security Plan plus a CSV POA&M for gaps. Also include a way to export and import the whole local database.

If possible, make it work in the browser offline and as a desktop app too, and add a small guided tour so first time users can understand where everything is. Look up current docs online if you need to.
