Build me a command line tool that lets developers run their GitHub Actions workflows on their own computer instead of pushing every tiny change to GitHub to test it.

It should read workflow files from the project’s .github/workflows folder, figure out which jobs and steps need to run, respect job dependencies, and run them locally in Docker so the environment feels like GitHub’s hosted runners. It should support the normal GitHub Actions environment variables and filesystem layout as closely as possible, and it should be useful both for testing CI changes quickly and for using workflows as local project tasks.

Please make it feel like a polished developer tool, with clear terminal output, helpful errors, a simple install and build flow, and tests for the important behavior. Use Go for the CLI. Look up the current GitHub Actions and Docker behavior online if you need to.
