neondatabase/neon ? reverse-engineered prompt

I want to set up a local development environment for this project, Neon. I understand it's a serverless Postgres database built in Rust that separates storage and compute. The README has a bunch of instructions for getting it running on Linux or macOS, and I'd like you to handle all of that for me.

Please follow the steps to install all the necessary dependencies, whether it's with apt or brew, and then build the project from source. After it's built, run the sequence of cargo neon commands outlined in the README to initialize the database, start the pageserver and safekeeper, create a tenant, and start a compute endpoint.
