Build me a git based environment generator that helps teams manage lots of similar cloud environments from templates.

I want to be able to define reusable environment templates, keep an inventory of environments, and generate a full environment config into a repo from a pipeline run. The generated output should be committed to git so we get history, diffs, and easy rollbacks. It should also support generating the effective set of parameters from different sources, and make it easy to see where a value came from when something looks wrong.

Please include support for automated runs through GitHub Actions, and make it possible to work with encrypted credentials and external secret stores. I’d also like the project to include clear docs and example workflows so someone can set up a template repo, an instance repo, and run the generator end to end.
