Build me an open source Python project called English Skill that gives people 100 reusable AI agent skills for learning English.

I want it to feel like a real learning system, not just a bunch of prompts. Each skill should have its own folder with a clear skill guide, a starter prompt for an agent, a structured profile file, and scripts to run and validate the skill. Include support for different learning situations like vocabulary, grammar, pronunciation, listening, speaking, reading, writing, exams, business English, daily life, and study abroad.

Please also add a shared runtime that can generate structured training sessions, output Markdown or JSON, save learning events, and create review items for later practice. Make sure the repo has bilingual documentation in English and Chinese, plus a catalog and usage guide that explain how to use the skills. Add validation and test scripts so I can check that all skill packages are complete. If you need to look up current docs online, do that.
