Build me a Python command line tool that can analyze a Git repository and give me a useful report about it.

I want it to work on both a local folder and a remote Git URL, and also let me pick a branch if needed. It should summarize things like lines of code, languages used, frameworks if it can tell, Git activity, contributors, duplicate code, tokens or security findings, and then give the repo a simple rating at the end.

It would be great if it can also run on a list of repositories from a CSV and check them against some acceptance rules. Please include a helpful help screen, sensible defaults, and output that can be saved to a reports folder. If it makes sense, add a Docker setup so I can run it without installing everything myself. Use current docs online if you need to check anything.
