Build me a QGIS plugin called QLayout Designer that can automatically create a professional map layout from whatever is currently visible in the map canvas. I want a simple form where I can choose A4 or A3, portrait or landscape, pick a map scale, set the number of pages, and fill in title block details like map title, company, project, client, designer, date, AT/Vh Bez, NL/Res, ONB, ASB, SM Nr, reference system, and page info.

It should be able to add a map frame, legend, smart legend that hides common basemap layers, graphic scale bar, north arrow, page numbering, and an optional logo that repeats on every page. Please include options to open the generated result in the QGIS Layout Designer and to export it directly to PDF. If a local north arrow image exists, use that, otherwise fall back to a standard QGIS one. Keep it as a normal QGIS 3 plugin that I can drop into my plugins folder and enable. If needed, check the current QGIS plugin and layout API docs online.
