Build me a browser extension for Chrome, Firefox, and Opera that keeps my tabs sorted by most recently used order.

When I stay on a tab for a short moment, it should slide to the left so the newest active tab is always near the front. I want normal tabs and pinned tabs to behave a little differently, with pinned tabs moving to the opposite side so I can switch between the two groups easily with keyboard shortcuts. New tabs should jump into the active spot right away.

Please include a simple settings page where I can change the delay before a tab moves and turn the pinned tab behavior on or off.
